prostate cancer and concerns

I was diagnosed in 2016 with prostate cancer and a Gleason score of 6. My doctor decided to do the active surveillance and now I'm stage 3 prostate cancer. I think he waited too long. Now I will need radiation and possibly Lupron. What bothers me is that as my PSA kept climbing he said he wouldn't necessarily call it cancer when in fact he told me I had cancer in 2016. I think he screwed up. The whole thing makes no sense.
